Cuba is only 90 miles from the US border. Not only is it now easier to communicate between countries, it's also possible to roam across most of Cuba and make cellular calls, including back to the US. There could be other changes coming to limit travel access to Cuba and so can the telecommunications abilities, including calls to, from, and within the country. For now, although it may be expensive, wireless roaming in Cuba is operating normally.
